The Lake County Forest Preserve District (District) seeks to retain the services of a qualified Construction Management services firm (CM) with expertise and experience in all phases of preconstruction and construction of governmental facilities for two projects – 1) the grounds maintenance facility at Lakewood and 2) the environmental education facility at Ryerson. Subject to the conditions prescribed herein, the District is hereby soliciting Statements of Interest for furnishing construction management services. The selected firm will apply their expertise to all aspects of the project in collaboration with other project participants and stakeholders. Selection will be made on the evaluation of qualifications and the interview process. The District intends to award the initial CM contract at the regularly scheduled February 2021 Board meeting for preconstruction phase services for both facilities. The Preconstruction Phase Services shall be procured as a negotiated, firm fixed price for both facilities at Lakewood and Ryerson.

The Construction Phase Services for Lakewood shall be procured as a “Construction Manager at Risk with a Guaranteed Maximum Price” contract. The scope of the CMAR with GMP contract will be negotiated with the selected CM, and the District intends to award that contract a future Board meeting in 2021. The District will award this contract to a single firm or entity, and the firm may not self-perform or bid on subcontractor bid packages.
